Description

These specialists assess the quality of healthcare services and processes to ensure that patients receive quality treatment. The role performed by these professionals follows the principles laid out by the World Health Organization (WHO). According to the WHO, quality healthcare involves ensuring that each patient receives the most suitable set of diagnostic and therapeutic services to achieve optimum treatment, bearing in mind all of the relevant factors and the knowledge of the patient and the medical service. Similarly, this quality entails achieving the best results with the least risk of side effects and maximum patient satisfaction during the process. Healthcare services can obtain voluntary certification according to the ISO 9001:2000 general quality standard, tailored to the specific service in question. As such, these specialists must have a thorough knowledge of the aforementioned standard. If they work for an audit company, they may support healthcare services with the process of obtaining quality certification or perform external audits. Furthermore, the authorities responsible for healthcare require centres to obtain certain certifications prior to opening. This process is currently under review in order to make progress with the improvement of the quality of healthcare centres and services. Furthermore, the Government is drawing up a continuous improvement plan to be implemented within the healthcare sector which will involve following a series of operational standards, of which healthcare quality specialists will require a thorough knowledge.

Tasks

Broadly speaking, the tasks performed by healthcare quality specialists focus on:
  • The analysis and assessment of the operational procedures, protocols and routines, information transfer systems, etc., employed by these services.
  • The identification of elements that either do not comply or comply unsatisfactorily with the relevant standards in each case, and the diagnosis of the causes for the non-conformities detected.
  • Drawing up recommendations for improving the quality of services and for the introduction of good practices in the healthcare field (they are often also involved in applying the improvements they have suggested).

Generally, the dimensions (or implied variables) for the quality of healthcare services address three complementary sets of criteria (which experts must consider in their assessment).
  • Technical and scientific criteria: thse apply scientific and medical technology and other health sciences to specific health problems to maximise advantages and reduce risks or ensure that they don't get worse.
  • Interpersonal criteria: these regulate the social and psychological interaction between healthcare service users and the professionals who provide them and assess users' independence and responsibility in relation to the degree of dependence generated by treatment.
  • Economic criteria: these determine the allocation and rational use of the resources available to achieve set goals; quality and costs are two inextricably linked factors that must be kept in appropriate balance.
