Alongside the social and economic agents in place in a territory, territorial economic development experts help to identify and mobilise the sources of wealth (current and potential) in the territory through boosting local economic and social development. As such, these professionals draw up policies and programmes to foster the development of new economic activities in certain territories (urban or rural regions), boosting private and public investment in the region and advising on and promoting start-ups or self-employment projects.


  • Help analyse and design an overall strategy for the development and promotion of a territory. This involves the following tasks:
    Carry out socio-economic surveys to assess the state of affairs in a territory and to diagnose development issues and potential in terms of training, business opportunities, employment, etc.
    Assess the socio-economic profile of urban and rural regions, attempting to identify new unmet needs which can give rise to new social and economic activities. Draw up employment promotion strategies.
    Draw up policies and programmes for stimulating public and private investment.
    Recommend suitable strategies to support the attraction of investment in the territory under consideration.
  • Provide the necessary tools and information to channel these strategies. Specifically, this task may entail:
    The creation of business information and orientation infrastructures, aimed at potential entrepreneurs (self-employment services, funding programmes) and existing companies (information on grants and resources for employment, investment, R&D, innovation, export possibilities, developing industrial and service quality, etc.)
    The provision of orientation services and designing training programmes to help labour integration in the territory and support for employment and development measures in place.
    Formulating equal opportunities policies with regards to access to the job market and to business initiatives.
  • Coordinating the different economic development initiatives in the territory and fostering cooperation between regional and local agents, by:
    Setting up networks of rural development agents who can trade experiencies and good practices.
    Supporting decentralised employment and development measures.
