The job creation programme management technician is the professional responsible for managing the administrative process to apply for grants to carry out job creation programmes. In other words, they design the job creation programme, prepare the grant application, carry out the administrative procedures necessary to receive it, manage the execution of the programme, and follow-up and conduct a subsequent evaluation.
Tasks
This professional works primarily within the Public Administration in the areas of employment or education. However, they can also work at private companies in the human resources department, managing the supply-driven training and demand-driven training that can be requested of the Tripartite Foundation for Training and Employment or the Continuing Education Consortium of Catalonia. The tasks of the job creation programme management technician are as follows:
Seek information on grants in order to carry out job creation programmes. These can be traditional programmes subsidised by the Catalan Employment Service (SOC) or the Department of Education, for example, trade schools, vocational schools, employment plans, initial professional qualification programmes or other new programmes that arise as the result of a specific social and labour context.
Prepare the grant application in order to carry out the job creation programme. The application usually requires certain information, such as, the training programme, target audience, material and human resources, budget, available infrastructures and individuals in charge.
Manage and monitor the execution of the programme.
Manage the process for selecting the target audience that will participate in the job creation programme.
Coordinate the assigned work team in order to carry out the programme. This team is usually made up of at least the following professionals: trainers, technicians and administrative staff.
To prepare the report that evaluates and justifies the programme that will be presented to the appropriate administration that has subsidised it.
It is preferred that the job creation programme management technician have taken a course to develop their project management skills, for example: Master's degree in European project and grant search management. Course on the management of grants for job training at companies. Course for technicians specialised in training planning, grant management and e-learning.
Other specific skills
Computer literacy at the level of advanced user: Office, Open Office, Internet browsers and Outlook. Knowledge of virtual training or e-learning platforms, for example, Moodle, given that job creation programmes are increasingly including a part of online training in their planning. Advanced level of English, since some of the available grants come from the European Social European Fund and may be written in English.
The job creation programme management technician can work for the Public Administration or a private company. To obtain a post with the Public Administration, one must pass a merit-based competitive examination that is defined in the call for the public offer of employment. To work at a private company, usually at least one year of experience is required managing training activities or carrying out tasks related to the management of public grants and justifications.
The organisation, administration and control of a company or entity are the main interests of people related to the management field. Activities included in this field of interest vary from effective resource management, feasibility analyses and solving business problems to the development of skills and fostering of motivation in relation to human resources. Knowledge regarding specific techniques of strategic administration and business management are required to carry out these activities.
Social community worker
Individuals related to the social/community field have an interest in working to improve people's social well-being and quality of life, as well as enhance their integration into their social, family and/or work environment. The professional activities that are common in this field include providing special support and aid to people at risk of social exclusion, designing programmes and implementing resources for the social and cultural stimulation of an area, and acting as mediators for conflict resolution in family, social or interpersonal environments. These activities involve constant interaction with people in order to improve their psychological and social well-being.
The working day depends on whether one works for the Public Administration or a private company. When working for the Public Administration, the working schedule is defined by the collective agreement to which it is subject, but is usually 37.5 hours a week worked during the mornings and some afternoons. In the case of a private company, the working schedule is full-time with hours worked in the mornings and afternoons.
Salary
If one works for the Public Administration, the remuneration depends on many factors and will be defined in the call for the public offer of employment. However, those who have specialised jobs usually earn a salary between 25,000 and 35,000 euros (gross) a year. If one works for a private company, the remuneration is usually between 1,200 and 1,500 euros (gross) a month.

In this regard, the appearance of new job creation programmes aimed at specific groups will require the job creation programme management technician to develop their research skills given that they should stay updated on the latest calls. In addition, the preparation of the proposal to receive the grant must be increasingly detailed and specific given that the groups to which they are aimed will most likely change from year to year. Therefore, the job creation programme management technician must also develop teaching skills in order to adapt the training programme proposal to the specific group at which it is aimed. Likewise, as a result of the increase in grants for this type of programme, this professional has to manage various work teams, which means they will have to possess interpersonal communication and people management skills.
Education and social cohesion encompass a wide variety of activities that ultimately seek to provide a response to the social needs of the community and foment the physical, intellectual and personal capacities of all members of society. This sector represents a fundamental pillar of a cohesive society, one that is inclusive of minorities, attentive to the most vulnerable groups and constructive in terms of peace, solidarity and human rights.
