Description

These professionals carry out tasks aimed at the comprehensive (economic, cultural and social) and sustainable growth of a certain area, taking advantage of local resources (natural, physical, financial, etc.) and integrating all the social and economic agents that comprise the business, administrative and population network of their area of activity, in order to identify and mobilise the sources of wealth (current and potential) in the area through local economic and social development.

Likewise, these professionals elaborate policies and programmes in accordance with municipal or supra-municipal strategies to foster the development of new economic activities in certain territories (urban or rural regions), either boosting private and public investment in the region, or advising and encouraging the creation of companies and/or self-employment projects.

Tasks

Diagnosis of the territory and conception of development strategies
  • Analyse the dynamics of the territory¿s operation based on a previous socioeconomic assessment to evaluate the situation in terms of problems and development opportunities from the perspective of the economic activities established, socio-demographic structure, the existence of public infrastructures and facilities that support business activity, communication systems, the performance of the labour market and the relationships with other municipalities or territories.
  • Draw up technical reports based on quantitative and qualitative research techniques on the socio-economic assessment of the territory, both to guide their task and advise the areas of the local administration related to economic and social development.
  • Study the socio-economic profile of urban and rural regions and try to detect new unmet needs, which can lead to new social economy activities.
  • Define strategies for occupational dynamization and policies and programmes for stimulating public and private investment.

Creation of information and tools to undertake these strategies

  • Create business information and orientation infrastructures, aimed at potential entrepreneurs (self-employment services, funding programmes) or existing companies (information on grants and resources for employment, investment, R&D, innovation, export possibilities, development of industrial and service quality, etc.)
  • Offer orientation and design of training itineraries services for the labour insertion of the groups of the territory and the support to the employment and development measures that are carried out.
  • Revitalise, promote and participate in actions aimed at the economic scope of their territory (fairs, seminars, meetings, etc).
  • Formulate equal opportunities policies with regards to access to the job market and to business initiatives.
  • Draft evaluation, follow-up and control reports to determine compliance with objectives and review local policies on economic promotion.

Guidance and support for companies and entrepreneurs or employees:

  • Detect opportunities to create new economic activities that make good use of the existing resources within the territory and consider their feasibility to meet unmet business demands, and which can also represent an opportunity to create new jobs.
  • Offer technical advice to companies in the territory or entrepreneurs, acting as a link between them and the local administration, in order to coordinate them and join efforts that help the economic and social growth of the territory.
  • In the case of entrepreneurs, contrast and validate the business plan, analyse its viability and participate in the creation and consolidation process.
  • Determine the possible opportunities for grants or the sponsoring of business projects and sometimes intervene in the achievement of grants or public aids for the creation of companies and jobs.
  • Identify and obtain sources of administrative or financial support for the creation of new economic activities (business or commercial) and for the creation of new jobs in the territory.

Coordination between the territory's various agents and resources:

  • Coordinate with other professionals from the field of economic stimulation and social services, in order to establish coordinated actions within the public services that support job creation.
  • Promote the creation of local development networks, in order to share experiences and good practices and support decentralised employment and development measures.
  • Create and promote synergies that could signify making the most optimal use of the existing resources in a territory (collaborative ties between companies, professional associations, employers' associations, etc).
  • Promote the communication networks that connect the social agents with the entire population.
